This commit fixes a bug with the _load_qlims function in polaris_algs that caused a failure if given a list of limits.

This commit cleans and fixes many bugs in the fouriet filter function in polaris_algs as well as making the filter params passable into the create_total_scattering_pdf.
It also cleans up the polaris paramiter map so that some of the inputs are optional so the defaults can be used.

This Commit fixes a bug in Polaris.focus that resulted in empty runs to be subtracted twice if the user specifies a sample_empty, the function would subtract first the empty runs specified in the config maps, then the runs specified in sample_empty.

Latest version of pyyaml warns about using pyyaml.load being
