DOC: make some of the docstrings conform with NumPy style

Merging ports back to master

For io utils and plot utils

All plot functions now in plot_utils

changed import to hdf_utils

Words are split with an underscore now

Finally resolved all conflicts

Cleaned up more print statements and CamelCased the class names, etc.

Working setup

Relaxed matplotlib requirement

Added freetype-py for mac users

Corrected scikit learn package name

* Also replaced the TK based uiGetfile with PyQt based version.

Added the MicroData, ioHDF5, and fixed the imports in the other files. Now, the IO is complete and ready for testing
