Fixing const-correctness in BP1
Changed CodingGuidelines to include clang-format information

mpi and nompi:

timeBPWriter

helloBPWriter and timeBPWriter

This was leftover from a previous branch and has been moved into
includes.

Using {} syntax for direct initialization of reference types in constructor
member initialization lists is broken on some compilers, even though it's valid
C++11 code.  Use () to ensure correctness.

Added ADIOS1 cmake build. Use ADIOS_ROOT=<adios 1.x install dir> cmake -DADIOS_USE_ADIOS1=ON to build.

Since m_ADIOS is a reference type then it can't be called with an explicit
constructor
