This commit adds changes to the release notes regarding the rebinning function in
create_total_scattering_pdf.

Updates the HDF5 URL to the new one. Using browsers or wget would
correctly redirect the request to the new URL, whilst sphinx would get a
HTTP 403 instead.

Updating this URL should fix the sphinx warning, restoring the master
incremental and clean builds to stable (hopefully)

In this page of the docs this function is called .getNumberOfPeaks() but the Of is incorrect

This commit renames the MergeWorkspacesWithLimits algorithm to MatchAndMergeWorkspaces as it better describes the intended usage
This commit also adds tests relating to the expanded usage of the

The element size was ignored previously so ElementSize=3
now doesn't work as it's too large for the sample size.

When the scale on a colorfill plot was changed to log with xmin at zero the number of the scale disappeared.
The issue occurred with minor ticks on the plot so the locator has been changed for log plots
so it only plots the major ticks.

When opening a script with an import (including the default ones) and a syntax error it caused a crash.
This occured due to the code completion failing to parse the import
An extra check has been added to avoid the crash

Running SumSpectra on an active plot no longer causes an error
