This commit add a call of Rebin in the polaris create_total_scattering_pdf process
and adds a input parameter `output_binning` that defines how the output should be
rebinned

as q_lims is a required paramiter for the function it would raise an error
if trying to run without it, even when it is not needed for merge_Banks=false
this change automaticaly sets q_lims to none when none is given as kwargs

Improves flexibility across instruments instead of writing
more code.

The multiple_scattering flag was required if absorption_corrections was true, despite multiple_scattering not being available.
This changes multiple scattering to be optional.

This is to match other isis_powder style functions (e.g. create_vanadium and focus)

Given the nature of it being post reduction analysis, it might be worth adding the ability to provide a workspace.
This would have to be discussed with an instrument scientist to see if it of use.
