HILARRI: update power plant-USGS gage mappings

fix/hilarri-gage-mapping into main

Fixes missing/mismatched USGS gages for several hydro plants and adds a pipeline to refresh daily mean flows.

Changes

  1. data/misc/: add HILARRI_changes.csv
  2. USGS DV parquet is updated in the data/USGS (not committed).
  3. Patch read_HILARRI() to apply plant–gage updates.
  4. _targets.R now calls read_HILARRI(HILARRI_gpkg).
