Missing/mismatched USGS gages for some hydro plants

Several hydro plants in the HILARRI dataset appear to (a) have no linked USGS gage, despite powerhouse or tailrace gages being available in NWIS, and/or (b) be paired to gages that are not hydraulically representative—especially for piped-diversion facilities where a nearby downstream gage does not track turbine releases or diverted flows.

Examples

• RHPID: 442_JUDGE F CARR → mapped gage USGS-11525500 appears downstream, not on the powerhouse’s piped-diversion system.
• RHPID: 19_THURLOW DAM → no downstream gage present in HILARRI though one (USGS-02418500) exists in NWIS.
