Fixed bug in the transpose of the dimensions before reshaping.

Now catches FORC_repeat and FORC_cycle (same as FORC in older datasets)

Change to file was left out of earlier commit

Use create_spec_inds_from_vals to make sure the data gets indexed properly

Moved the __BEPSSpecInds function from createSpecVals to io.hdf_utils.py and renamed it to create_spec_inds_from_vals
