Improve error message when user needs to login to Calvera first

Summary of Changes

  1. Rewrites the Galaxy error when a user hasn't connected their OIDC provider to Galaxy.
  2. Ensures that the error message shows up immediately after login.

Additional Notes

You can reproduce the error being rewritten by going to https://{YOUR_GALAXY_URL}/user/external_ids and disconnecting the OIDC provider you want to test (AzureAD for UCAMS). Then, log into the dashboard via the provider you disconnected.
