Update ORNL upload components to include target history

Summary of Changes

Upstream Galaxy has made a couple of alterations to their upload dialog. These changes consist of having a target history for each upload. This mr updates our custom upload components to include these changes. This fixes an error that is currently occurring when users try to upload local files on Calvera-Test.
