[Bug] Update ORNL upload dialog to contain target history id.

Upstream Galaxy updated their Upload Dialog to include a target history Id in the interface: https://github.com/galaxyproject/galaxy/commit/6ff4befbdbc3b2582f1841c978451650d0c64b30. This is causing issues with our custom Upload Dialog, since the code around it has been updated to reflect the change. Thus, the ORNL upload dialog needs to be updated to include the target history id changes.
