Values in test programs were slighly off.  Also, changes were needed
when the instrument was parameterized from the start.

The algorithm is now registered within Mantid.
Added some error checking on file access permissions.
Added warning statement that this is only a prototype.

Accounting for floating point nature of doubles, also Python check.

Also added a ISIS histogram DAE simulator that can be run as an algorithm.

these are all given the suffix '_new' for the moment to
avoid conflicts with existing elements.

Timing: for CNCS - 0.78 sec to generate and append.

I've seen crashes at this point when running live data and the workspace updates.
We need to keep an eye on performance here - this locks the workspace for every single
data point (bin). If we see problems, we may have to refactor to do it more 'globally'.
