Allows memory to be freed back to the OS

In response to comments from code review.

Since numpy changed its behavior, document the change for our users so
they don't have to go digging for it.

Allow everything to use the workspace ranges as everything else would
do

The default line width is not always consistent across numpy versions so different machines produce different outputs.
