A change in #21089 meant that archive searching was only getting turned
on for the default facility. This restores the old behavior that for
system tests, archive searching can be turned on for all facilities.

`string.split` doesn't exist in python 3, change to `str.split`

Reduces the execution time. Both folders contain adequate numbers of file types to test so testing both seems excessive.

This is needed for one of the reference files. This prevents duplicating
the number of files required for testing by sharing the input and output
files of two different test cases.
