Merge to ensure CrystalFieldFunction is available and up to date.

Makes the function accessible to Types::Core::DateAndTime. The function
was originally using Poco which is not linked to Types. We now use
boost::regex instead.

Sorry, but throwing an exception when the developer didn't specify an
alternate algorithm doesn't always make sense. Sometimes an algorithm
just get dropped from the list of things mantid does.
