VSI: keep the state of views when switching between them

Previously, the minPositive value would get stuck at 0. It now goes to
the actual minimum positive value, so the tests needs to reflect this
when data is clamped to minPositive.

Should have deleted line not commented it out.

The Windows Doc test has been failing repeatedly on this doc-test. I've run this python section manually in mantidplot and it seems ok, and there's nothing in the code that reveals otherwise. As this has been causing problems for ALL PRs, I'm temporarily disabling this section of the doc test. If I can establish what the real problem is with this, I'll revert this commit.

Discovered a typo in the category of PoldiCreatePeaksFromFile, which leads to a new sub-category of SINQ in capitals.

**Testing information**
If you really want to check that there is only one sub-category for Poldi-algorithms, make sure you have python-pyparsing installed, otherwise the algorithm in question is not registered.
