In order to trigger the job on Jenkins for this PR I have also
modified a couple of C++ files - specifically I have resolved a
cppcheck warning on method parameter in one of my algorithms
(CalculateMultipleScattering)

In order to trigger the job on Jenkins for this PR I have also

The Jenkins plugin generates broken file links. The builtin report
generator works as expected.
This emulates the Jenkins plugin to allow known
errors to not fail the build

Adds steps to the build server to allow us to get coverage reports from
a regular master build.
This also preps us for turning coverage on for PRs if we choose to do
that too

Instead of doing a pull / rebase where we can get out of sync on the
builder instead fetch and reset to the upstream version. This way we
know that we will reset back to a known state rather than relying on
previous pulls and rebase to go forwards

Ports the script used on Jenkins into the repository so it's version
controlled. This is unmodified from upstream

Occasionally the X server wont shut down quick enough and
starting another quickly results in an xvfb error. Ensure
all sessions have been stopped.

Updates script to Python 3 and pins sphinx as it currently runs in Python 3.5

Occasionally we get "xvfb-run: error: Xvfb failed to start" errors but it is hard to debug them. This will output them to the Jenkins log.
