Stitch1D now looks at the min and max possible. If StartOverlap or EndOverlap are outside the min-max range, then they are forced reassigned StartOverlap=min, EndOverlap=max within the algorithm.

Enable algorithm to write the date and time sample log (such as
run_start) as local time.

Re #9329. Unfortunately, the refactor to use all of the fancy
workflow algorithms made it a requirement.

This obviates the need to give a full path if the file is in the search
path.
