Switching between Python 2/Python 3 builds requires the PYQT variables
to be overwritten butthe CACHE argument stops this from happening. Force
overwriting them but leave them in the CACHE as it makes them easier
to debug if they are wrong.

Implements EventList method to add a different pulsetime per event

A user wishes to offset the pulsetime of an event based
on its wavelength so the offset for each event must be
different

When a Group workspace was loaded into the dialog for the algorithm, it
would cause an unhandled exception due to a null pointer. There is now a
check to ensure that a group workspace is not used.
