Move the experimental and auxiliary energy grid to  C++ storage

warning goes away (the offending code is now in a different compile
unit).
Also ensure that data are nt copied if not needed in mnpv9, in case this gets
optimized to a memcopy and then fails.

Add some google tests for the relevant C++ classes.
Also lowered the memory requirement for SAMMY in the CI

Data are now read from the grid object

The arrays that are not longer used have been deleted.

Left the Q-value to be what was entered originally.

Note: Theer is some change in pair information the output for the fission channel in the
ENDF file: Masses are no longer 0.  This is due to the change in mold1.f
