Create mantidtotalscattering wrapper script

Peterson, Peter requested to merge mantidtotalscattering into master

This is the first wrapper script that follows the original design of having multiple conda environments in /opt/anaconda. It also adds sasview's wrapper script to the rpm.

The rpm this creates has the contents
