Change how readthedocs is configured

Peterson, Peter requested to merge rtd_configuration into next

This changes to use the readthedocs configuration file rather than in the web. The switch should make it easier to maintain, but will definitely confuse somebody since the configuration options still appear in the webpage with a small comment about being ignored if you have a config file.
