Modify SST components to make it easy to implement BP marshalling

Eisenhauer, Greg requested to merge github/fork/eisenhauer/SST_BP_marshalling_template into master

by dropping code into indicated places. This PR does not include any new functionality per se, but it cleans up some detritus, pushes marshaling configuration information up to the SstReader object and includes indications where code should be added to implement BP-based marshaling in SST.
