Permanently-placed TAU Instrumentation for ADIOS2

This is a placeholder for the moment. The actual tauobjects implementation is OK, but several things need to be finalized. In particular, there are top-level READMEs and scripts that should not be merged, but are useful for those trying out this PR. Also, the actual placement of TAU instrumentation in SST is not finalized and may need tweaking.
