Solved clang-format format and camelCase issues

* Support PutDeferred() in ADIOS1 writer

* added PerformPuts() to ADIOS1Writer

* refactor toolkit/interop/adios1/ADIOS1Common in preparation for having separate Write and Read classes

Some code for joined array reading in adios1 engine, incomplete. Rather should support it in adios1 itself.
Committed only to have a working Write/Read API so that we can have examples with global arrays finalized.

helloBPWriter and timeBPWriter

Added ADIOS1 Engine for writing with pre-installed ADIOS 1.x library. mpi dummy collision prevents building examples in nompi mode.

Will need a new branch to implement variable merging as it implies
changing the BP1.h structs

Python bindings now working with PyBind11

Added EnginePy as a thin manager wrapper to adios::Engine (member of
EnginePy)

Write accepts numpy arrays (ndarray) seamlessly

Moved CheckBufferAllocation to functions/adiosFunctions.h to make it
available to all engines

Added MethodPy in Python bindings, SetParameters and AddTransports use
raw functions to accept any number of arguments in the form of a
dictionary. Tested with test_hello.py

Changed FD and FP to FileDescriptor and FilePointer, respectively.

Added Profiler class based on chronos header for high resolution time
information in buffering and transport open, write, close

Tests with bpls indicate that variable payloads are recognized

Renamed BPWriter engine to BPFileWriter

Changed WriteVariableIndex function in BP1Writer to only include a
capsule::STLVector as buffers, other capsules will need to get it from
this heap buffer.
