Updates to Contribution document and fixes to README.

This MR includes updates to the CONTRIBUTING.md guide on additions to PyARC and those getting started with new code integration.

It also adds a formal code of conduct to PyARC, which is important as more and more users join the project.

Finally, a few broken links in the README are corrected.
