Use lower default actinide density when running depletion calculations

Through some analysis work I am doing, I am finding that a default actinide density of 1e-10 for actinides not found in the initial core loading can lead to significant relative errors in actinides that have a low nuclide density at EOC. This MR updates the default used from 1e-10 to 1e-26
