Updated install patterns and added ctests to confirm installation

This MR updates the installation patterns used by Workbench for PyARC bundle inclusion.

In addition, this MR adds CTEST logic to facilitate testing/verification of PyARC as installed by Workbench prior to integration into Workbench.
