add openmc to optional dependency list

Kiesling, Kalin Rose requested to merge openmc_shift_documentation into shift_openmc_integration

Added OpenMC to the dependency list and links to the documentation. I don't think there is anything special about this install that needs to be written out in the PyARC readme that is different than anything else there. The OpenMC documentation has the install instructions in fairly good detail as well as an easy install method.
