Extended MCC3 IDs
Previously, only 26 IDs for MCC3 cells were allowed (ABC...Z). With this MR, we are adding 10 new ID possibilities: 012...9. Changes to schema were completed together with simple unit-test checking PyARC logic accepts this change.
