Resolve "Get OIDC tokens from Galaxy"
Implemented pluggable user authentication/authorization, including OIDC. Update Pulsar client to send OIDC tokens (Galaxy needs to install our version of the client).

In order to address performance issues on code.ornl.gov related to bot activity, we are in the process of working with Network Services to implement various mitigations.
