Resolve "Docker image"

Creates a Docker image from python:3.8. Should work relatively fast, since there are not that many dependencies to be installed (as compared to Galaxy)
Image is built automatically in Gitlab.
Admins will be upgrading ORNL GitLab Servers on Monday, 13 May 2024, from 5 PM until 7 PM EST. Repositories will experience intermittent outages during this time.
