- Enable logging and make configurable.
- Bump version to 0.12.0.
- Improve error message if pykube isn't installed.

- Don't hardcode the job ID - it makes Galaxy mapping tricky, seems to be not reason to anyway.
- Don't assume tool execution container has bash.
- Rev to this version of Pulsar.

Testing for Kubernetes installed with Docker for Mac:

- Run `make build-coexecutor-container`
- Install and start rabbitmq on the localhost with Homebrew.

Can now build a Docker image and run test suite including MQ, run as real user, DRMAA, CLI torque stuff, etc....
