For inclusion with galaxy.

Now matches that of Galaxy and Planemo for consistency across large galaxyproject projects.

Mirror that of planemo with a different set of committers.

 - pass through drmaa environment variable (needs to be explicit as 2.0)
 - reduce duplication slightly

 - Allow tests to fail on Traivs.
 - Add new environment that just runs the unit tests that does not fail though.

 - Attempt to set maximum time for tests to prevent travisci hanging.
 - In various places loosen up skip conditions, try to never run a test that will fail because of the environment.

Less important to run this now that galaxy-lib exists.

 - Restore it but in pulsar.util.
 - Fix #91 while at it.

 - Depend on galaxy-lib.
 - Move things into pulsar.util and/or pulsar.client.util as makes sense.
 - Use more Galaxy idioms.
