Move Django app launcher to nova-dashboard repository

Summary of Changes

Closes #1 (closed). This MR is to move the Django version of the Nova Dashboard/App Launcher into this repository and integrate it with the Python project template for NDIP. Note, the Gitlab CI is temporarily disabled in this mr, just so we can configure it properly in a separate issue.
