add tool, improve errors handling

This tool allows downloading remote data to Galaxy storage, so that Galaxy can display it and/or use it as input for other tools.
Admins will be upgrading ORNL GitLab Servers on Saturday, 7 Mar 2026, from 7 AM until 11 AM EST. Repositories will experience intermittent outages during this time.
