Update TOPAZ reduce/combine tools
Summary of Changes
The instrument downloads triggered directly in the reduction scripts was causing the tools to fail. I've disabled them for now as the reduction runs properly when they are off. We generally don't want to update instrument definitions in this manner anyways (prefer to build a new image).
