Removes format input for imaginex peak finding tool

Summary of Changes

Work includes:

  • Removes the format="txt" in IMAGINE-X peak finding tool XML; causes User to be unable to upload JPEG formatted files, even if .txt is extension (and causing tests to fail)

Tested locally using ndip/deployments/old-stuff/galaxy/local after fixing the tool_conf.xml to match galaxy tools repo
