Resolve "Copy tools from other repos"

tools are copied from galaxy repo (test tools) and Calvera. A docker image is build as a part of CI/CD and can be used downstream to add tools to a Galaxy deployment.
Admins will be upgrading ORNL GitLab Servers on Monday, 13 May 2024, from 5 PM until 7 PM EST. Repositories will experience intermittent outages during this time.
