This was done by adding two more properties which allow specifying the
wall-clock tolerance. If those properties aren't set then the old
behavior is retained.

Merge done to enable documentation be be fixed, because of removal of
alias directive and addition of related algorithms directive.

Child algorithms not supported yet. Notable change: Do not use
MaskDetectors.

Since the metadata is needed for finding the correct row
in the table, there is no nead to load the input file
if there are no characterizations

It turns out that workspace properties don't have values
