This removes the requirement that IPeakFunction types supply
an analytical derivative. If one is not supplied then it
is calculated numerically.

There is little point in subscribing a function that cannot
be created and initialized later. This is now caught earlier
to avoid running in to problems when trying to use the
function for the first time.

In theory all functions in the factory should be able to be
created without error but this protects the GUI from unwanted
unhandled exception messages if that goes wrong

These fixes were not applied by clang-tidy because they are either
inside a macro, not included by any source files or conditionally
compiled on a condition which is false on my OS.

They were found using grep -rnI '^[^/#*]*typedef' Framework/

Including this on its own forces MSVC to use the special debug build of Python in Debug mode which is not the behaviour that we want.

and have TimeSeriesProperty use the new functionality

Needed for MasterOnly workspaces on non-master ranks.
