This reverts commit 21f52c67 and fixes it.

This reverts commit ed408067 and fixes
the system tests until further investigation of the failure (and also
why the unittests passed!).

Replaces copy-and-pasted code.

This has improved progress reporting, but there is still work to do, particularly modifying the progress range of LoadRaw3, so that it starts where the instrument loading has finished rather than 0%.

These algorithms now only modify the parameter map.

UpdateInstrumentFromFile now accepts old style ISIS event files.
