Some time ago, someone used an automated tool to limit lines to 80 characters.
This left some odd looking formatting for some of the large blocks of
comments in the code.  This change cleans that up.

No actual code changes!

When we get a RunStatusPkt who's status field is "STATE", we need to make
sure it's actually got a proper run number before calling setRunDetails()
