during the merge. This will probably cause merge conflicts when merging to master (I will try to deal with them) but it should be easy to fix them - just choose any version of pre-commit

If you tried to commit a file with the executable flag set that
wasn't one of the normal extensions it would look at the first
line to see if it could see the normal unix #!/blah.

But the "!" in the grep wasn't escaped - so it is now!

These were taken from Kitware. See http://www.vtk.org/Wiki/Git/Hooks for details on what is checked.
I also added a check that a trac ticket is referenced (which must say 're(fs)', not 'fixes').
In order for these to do anything, developers will need to link to these files from their .git/hooks directory.
