It now uses the Intel fortran compiler so that the Intel redist
DLLs are already included with numpy along with the same version of
MSVC used to compile Python itself, avoiding the need to ship mingw
libraries.

Fixes the failing test when tests are run at a facility other than ISIS

who does it complain about functions, not changed here?

Property method instrument_name and facility_name returned False if
instrument_name or facilty_name had been set up and True if they
haven't.  It does not seem right and by then there is no way to get
correct facility and instrument name from this class.
