Added a correction to the mantid docs sphinx extension to deal with nonprintable characters in algorithm properties.

Uses the ellipsis option to accept any string as the timings can be different depending on the environment that the test is running in.

The bitmask used to separate the MonitorID field from everything else in
the BeamMonitor packets was off by one bit.  Since the MonitorID field
is actually the top 10 bits the mask wasn't even needed (just a right
shift operation).

- This removes the dependency of all catalog algorithms on CatalogAlgorithmHelper.

If we dont and you run the doctest before html generation then you don't
see a screenshot because sphinx won't have reprocessed the file.
