It seems that the `&` character in the `Info.plist` causes on OSX Yosemite causes MantidPlot
to hang on startup.

git describe requires a tag to be present in the tree and in particular
errors out if a shallow clone is used. We no longer use the number of
commits after the last tag as a descriptor so "git log" will suffice.

Update the template used to generate the modulefile for the MPI builds so
that it works with the current configuration of fermi.ornl.gov.
