This reverts commit ac2d7a0c.

comment out "INSTALL_RPATH"-related cmake commands from "Framework" subfolders

Windows needs the DLLs and executables to be in the same directory
or it can't find the dependencies. This can be solved if running through
a wrapper script but the IDE calls th .exe directly and not allowing
this would degrade the developer experience alot.
This only affects the developer build and not the installed locations.

Also redo Timer.cpp and XMLFormatter.h to use c++11 constructs.

There is no longer a need to do this as the bug was present in Poco
<1.4. Since we now require a minimum of >=1.4 we can pass the socket
normally.
