Some tests fail because they use positional arguments in python scripts. Instead of fixing them, I just moved the "LogUnit" to be in the last place

If the value passed in can be converted to an integer then create a
PropertyWithValue<int> or TimeSeriesProperty<int> for the 'Number' &
'Number Series' options respectively.

It was just setting the property to the value it already had (since
it's an InOut).

Not the time when the algorithm is run (a strange choice).
If there's not start time, use the epoch (1990-1-1).
