The issue was a re-used variable name in PyExec.

This also has a fair amount of refactoring/code cleanup in order to
reduce the amount of repeated code.

The problem was in the creation of optional output workspace on-the-fly.
The fix was to create unique property names. Additional minor pep8
fixes were implemented as well.

This was requested as another way to specify a calibrated
instrument.

My tests show that this extra call shrinks SNAP files from 59MiB
to 1.2MiB while preserving the information for ConvertUnits.

Also solved a python3 bug in the smoothing code.
